Rick Cisneros brings more than 25 years of experience in the offshore oil and gas industry to his role with MFE Offshore.

Throughout his career, Rick has worked at the intersection of subsea technology, offshore operations, technical sales, and business development, building a reputation as a trusted commercial and technical resource for operators, service companies, and offshore technology providers.

Rick’s background spans both technical and commercial roles, giving him a practical understanding of the challenges offshore teams face when evaluating, adopting, and deploying new technologies in complex subsea environments.

His career began with Dynamic Positioning systems before he joined a startup company, where he played an integral role in sales, rentals, and technical support for leading subsea survey and ROV organizations.

That early experience gave Rick direct exposure to the operational realities of offshore work, from equipment reliability and technical readiness to the importance of responsive support when teams are working in demanding marine environments.

Throughout his career, Rick has been involved in the introduction and commercialization of advanced technologies for deepwater ROV operations, including umbilicals, tether systems, cameras, sonars, DVLs, DVRs, and other subsea survey solutions.

This experience has given him a strong understanding of how subsea technologies move from emerging solutions to field-proven tools, and how operators evaluate performance, reliability, and return on investment when adopting new systems.

Rick also successfully sold and commissioned SVDR systems for the U.S. Navy, demonstrating his ability to manage complex technical projects in high-stakes operational environments where performance, documentation, and execution discipline are critical.

In leadership roles across sales management and business development, Rick has worked closely with major operators and end users including Shell, Chevron, and FMC Technologies to help deploy next-generation subsea and survey technologies across the offshore energy sector.

His work has consistently focused on helping customers identify the right technologies for demanding offshore applications, bridge technical and commercial requirements, and successfully bring innovative solutions into active subsea operations.

Known for combining technical knowledge with commercial strategy, Rick has built a reputation for developing strong client relationships, identifying emerging market opportunities, and helping organizations introduce advanced technologies into complex offshore environments.

This perspective directly supports MFE Offshore’s consultative approach, working closely with customers to understand inspection and operational challenges, identify fit-for-purpose technologies, support implementation, and remain engaged after deployment. MFE Offshore was launched to serve subsea, offshore oil and gas, offshore wind, and maritime operators with technology, expertise, training, and hands-on support designed for harsh offshore environments.
